The article examines some aspects of Bruno Leoni’s political theory, using Ludwig von Mises’ conceptualisation of human action as a point of reference. Like Mises, Leoni considers the notion of exchange as a unitary category for interpreting human behaviour in society; and like Mises, he takes his cue from the contrast between “society” and “war”. Unlike Mises, however, Leoni’s political theory departs from the conventional view of government and creatively elaborates important insights not only for understanding the specificity of politics, but also for the more general theory of social power.
